On February 27, 2025, the dispatch ceremony for the wellhead platform of the Weizhou 10-3 West Oilfield onshore construction project was held at the Shengli Oil Construction Base in Longkou, Shandong. Representatives from ROC Oil (the Operator), CNOOC Zhanjiang Branch (partner), China Classification Society, and the EPC contractor Sinopec Shengli Oil Engineering Construction Co., Ltd., attended the ceremony. Mr. Teng Lei, President of Hainan Mining and Chairman of ROC Oil, and Mr. Zhang Zhaohui, Deputy General Manager and Party Committee Member of Sinopec Petroleum Engineering Construction Company, were also present.
The development of the Weizhou 10-3 West Oilfield is a key project under ROC Oil’s “Efficient Development of Marginal Fields” strategy. The wellhead platform is one of the core facilities of the project, with ROC Oil acting as the Operator and leading its design and construction. The platform is a four-legged jacket-type wellhead platform, consisting of a jacket, topside module, steel piles, and auxiliary components. It integrates multiple functional modules including well support, single-well metering, oil and gas export, and produced water reinjection.
Once completed, the topside module of the wellhead platform will weigh over 1,000 tons and stand approximately 15 meters tall. The jacket will weigh over 900 tons with a height of about 45 meters. After the oilfield is brought into production, the platform will support up to 40 production wells and will be connected via a trestle to a self-installing production and processing platform currently under construction, enabling oil, gas, and water treatment and export.
ROC Oil leveraged its development experience from the Weizhou 12-8 East Oilfield and its capabilities in managing complex offshore projects with multiple interfaces. Through efficient collaboration with the Shengli Oil Construction team and other partners, the entire onshore construction was completed in just 242 days (38 days ahead of the planned 280-day schedule) providing strong momentum for accelerating the full development of the Weizhou 10-3 West Oilfield.
During the platform construction, ROC Oil's project management team achieved high-quality, comprehensive control over quality, schedule, cost, risk, and safety. They enforced a policy of zero tolerance for unsafe behavior, substandard materials and equipment, welding defects, and non-compliant construction practices, ensuring the platform was delivered early and with high quality.
