STOCK EXCHANGE RELEASE - MAURITANIA OFFSHORE DRILLING UPDATE (30-11-2004)



ROC advises that the following release was made earlier today by Woodside Petroleum Limited:



"Woodside Mauritania Pty Ltd, a wholly-owned subsidiary of Woodside Petroleum Ltd., reports the following activity offshore Mauritania since the last report issued on 23 November 2004.




PSC-B, Block 4
Tiof-3 ST2, Tiof-4 and Merou-1


Tiof-3 ST2 Appraisal well


The “West Navigator” drill ship is preparing to suspend the Tiof-3 ST2 well as a potential future development well. The production test data acquisition has been limited to various samples and pressure measurements due to operational difficulties. Further production testing of the reservoir will be required during the appraisal campaign.

 


Merou-1 Exploration well


The “Stena Tay” drilled the Merou-1 exploration well to a final total depth of 3,060 metres.

Evaluation of logs acquired while drilling and wireline logging operations, including fluid sampling and downhole pressure measurements, has established that the well intersected a number of thin gas and water bearing sands. Initial interpretation suggests that the accumulations are sub-economic, but further analysis will be required to determine the full significance of the well results.

At midnight on 29 November the “Stena Tay” was plugging and abandoning the well as planned prior to moving to the Tiof-5 appraisal well location.

All reported drilling depths are referenced to the rig rotary table and all times are Universal Time (UTC) (Mauritanian time).

The locations of the Chinguetti Oil Field, the Tiof and Banda discoveries and exploration wells are shown on the attached map.

Wells are expected to be drilled in two production sharing contract areas during the remainder of the 2004/5 campaign."

ERRINGTON-1: EXPLORATION WELL, PEDL 028, ONSHORE UK (ROC: 100% & Operator)




As at 28 November 2004, the Errington-1 exploration wildcat well site was drilling ahead in directional hole at 311m towards the next casing point at 700m.

Errington-1 is located in PEDL 028 approximately 35 km west of Newcastle in northern England.

The Errington-1 wildcat exploration well, which is targeting a potentially large gas prospect, is expected to reach the first objective horizon during late December 2004.

PSC-B, Block 4 Merou-1 Exploration Well


ROC advises that the Merou-1 exploration well in PSC-B, offshore Mauritania, has reached Total Depth of 3060m. Drill data and preliminary log evaluation suggest that the well intersected a number of thin hydrocarbon-bearing sands. Hydrocarbon samples have been recovered to surface. Initial interpretation suggests that the accumulations are not of economic size, but further analysis will be required to determine their full significance.

Tiof-3 ST2 Appraisal well


At midnight on 22 November, preliminary activities prior to flow testing the well were underway on the “West Navigator” drill ship. A further announcement will be made when the results are known.

 


Tiof-4 Appraisal well


Following the successful appraisal results, the well was subsequently plugged and abandoned as planned, and on 18 November 2004, the “Stena Tay” drill rig then moved to the Merou-1 location.

 


Merou-1 Exploration well


The Merou-1 exploration well was spudded by the “Stena Tay” drill rig on 19 November 2004 in 1,776 metres of water. The 18½ inch hole was drilled to a depth of 2,663 metres where the 133/8 inch casing was set. At midnight on 22 November the current operation was preparing to drill ahead to the target interval.

All reported drilling depths are referenced to the rig rotary table and all times are Universal Time (UTC) (Mauritanian time).

The locations of the Chinguetti Oil Field, the Tiof and Banda discoveries and exploration wells to be drilled early in the 2004-05 drilling campaign are shown on the attached map.

As at 21 November 2004, the ROC-owned Explorer Rig had been rigged-up at the Errington-1 exploration wildcat well site and preparations were underway to commence conventional petroleum drilling activities following the release of the air drilling rig which had been used to drill the top hole section.

Under separate cover, ROC is mailing out to all of its shareholders a hard copy of its “Shareholders’ Update” in accordance with the Company’s practice of maintaining a maximum level of direct communication with all shareholders.


Most of the Shareholders’ Update is based upon information already released by ROC to ASX, including the Company’s Report to the ASX on Activities for the Quarter ended 30 September 2004 released on 29 October 2004. However, the update also provides some new financial information for the nine month period to 30 September 2004 and additional commentary on the Company’s activities.

MAURITANIAN GOVERNMENT EXERCISES RIGHT TO PARTICIPATE IN THE CHINGUETTI OIL FIELD

ROC advises that the following release was made earlier today by Woodside Petroleum Limited:



"Woodside Mauritania Pty Ltd, a wholly-owned subsidiary of Woodside Petroleum Ltd., reports that the Government of the Islamic Republic of Mauritania has exercised its right to participate in the Chinguetti Oil Field development, offshore Mauritania.


The Government's participation will comprise a 12% equity position in the Exploitation Perimeter which was granted in May 2004 under the terms of the Production Sharing Contract (PSC) for Area B, via an Exclusive Exploitation Authorisation (EEA). The Exploitation Perimeter was granted over an area including the Chinguetti Oil Field. The effective date of the Government's participation is 9 November 2004.

The interests of the Government of the Islamic Republic of Mauritania in the Chinguetti Oil Field will be represented by the Groupe Projet Chinguetti (GPC), an entity set up by the Government of the Islamic Republic of Mauritania for this purpose.

The right to participate and the terms of the Government's participation, including the payment of ongoing costs from the effective date to participation and reimbursement of past costs, are defined in the PSC for Area B. The specific terms of the PSC are confidential.

This election to participate is limited to the area of the current Exploitation Perimeter, and does not include the rest of PSC B. The Government has a similar right to participation in each new development in the PSC.

PSC-B, Block 4
Tiof-4 Appraisal well and Tiof-3 ST2 Appraisal Well


Tiof-4 Appraisal well


The "Stena Tay" drill rig arrived at the Tiof-4 location on 9 November 2004 and drilled the bottom hole section to a final total depth of 2,908 metres.

Evaluation of logs acquired while drilling and wireline logging operations, including fluid sampling and downhole pressure measurements, has established that the well intersected a gross oil column of approximately 113 metres, containing several individual sands of variable thickness. The result was in line with pre-drill expectations.

At midnight on 15 November 2004 the ”Stena Tay" was preparing to plug and abandon the Tiof-4 appraisal well as planned. The "Stena Tay" will then move to the Merou-A location.

 


Tiof-3 ST2 Appraisal Well


During the week some mechanical problems have resulted in a delay to commencing flow test operations. At midnight on 15 November 2004 the current operation was continuing preparations to flow text the well.

All reported drilling depths are referenced to the rig rotary table and all times are Universal Time (UTC) (Mauritanian time).

The locations of the Chinguetti Oil Field, the Tiof and Banda discoveries and exploration wells to be drilled early in the 2004-05 drilling campaign are shown on the attached map.

Wells are expected to be drilled in three production sharing contract areas during the campaign."



Dr John Doran, Chief Executive Officer of ROC commented that:

"The net oil pay within the overall gross oil column drilled at Tiof-4 lies within the 10% to 40% range established by the other discoveries and successful appraisal wells in the area.

UK ONSHORE DRILLING UPDATE (15-11-2004)

As at 14 November 2004 conductor pipe had been set and cemented at 54 m at the Errington-1 exploration wildcat well ahead of rigging up the ROC-owned Explorer Rig to commence conventional petroleum drilling activities following the release of the air drilling rig which had been used to drill the top hole section.

Errington-1 is located in PEDL 028 approximately 35 km west of Newcastle in northern England.

Capitaine-1A Exploration Well


The “Stena Tay” rig drilled the well to the final total depth of 3130 metres, where wireline logs were acquired.

Evaluation of the logs indicates the well did not contain hydrocarbons, although excellent quality reservoir sands were intersected.

The well was plugged and abandoned, and at midnight on 8 November the “Stena Tay” was moving to the Tiof-4 appraisal well location to drill the bottom hole section.

All reported drilling depths are referenced to the rig rotary table and all times are Universal Time (UTC) (Mauritanian time).

The locations of the Chinguetti Oil Field, the Tiof and Banda discoveries and exploration wells to be drilled early in the 2004-05 drilling campaign are shown on the attached map.

Wells are expected to be drilled in three production sharing contract areas during the campaign."

DRILLING ACTIVITY UPDATE (08-11-2004)



KEY POINTS

Operations have commenced at the Errington-1 exploration wildcat well, onshore UK.

 

ERRINGTON-1: EXPLORATION WELL, PEDL028, ONSHORE UK (ROC: 100% & Operator)


On 6 November 2004 operations started at the Errington-1 exploration wildcat well located in PEDL028 approximately 35km west of Newcastle in Northern England. The top hole section is being drilled by an air rig but when surface casing has been set that rig will be changed out for a conventional drilling rig.

The Errington-1 well, which is targeting a potentially large gas prospect, is expected to reach the first target horizon during the latter part of December 2004.


Commenting on Errington-1, Dr John Doran, ROC's CEO stated that:

"Like all wildcat exploration wells, Errington-1 is, statistically speaking, likely to be dry with the main risk being poor quality reservoir. However, the Errington structure is very large so that if gas is discovered, the field has the theoretical potential to be even larger than ROC's Saltfleetby gas field in Lincolnshire."

PSC-B, Block 4 Capitaine-1A Exploration Well


ROC advises that the Capitaine-1A exploration well in PSC-B, offshore Mauritania is at Total Depth and preparations for logging are underway. Drill data and preliminary log information received to date suggest that the well has not encountered any obvious hydrocarbons although a final, more detailed, comment on the well results must wait until logging has been completed.

Capitaine-1A Exploration Well


The “Stena Tay” rig drilled the 12-1/4 inch hole to 2718 metres where 9-5/8 inch casing was set. At midnight on 1 November the rig was preparing to run a casing hanger seal assembly prior to drilling ahead in 8-1/2 inch hole to the planned total depth of approximately 3125 metres.

All reported drilling depths are referenced to the rig rotary table and all times are Universal Time (UTC) (Mauritanian time).

The locations of the Chinguetti Oil Field, the Tiof and Banda discoveries and exploration wells to be drilled early in the 2004-05 drilling campaign are shown on the attached map.

Wells are expected to be drilled in three production sharing contract areas during the campaign."



Dr John Doran, Chief Executive Officer of ROC commented that:

"ROC believes that it is now likely that the Mauritanian Government will exercise its entitlement to acquire a 12% interest in the Chinguetti Field Development on a prorata basis from all current Chinguetti participants prior to that entitlement lapsing on 20 November, 2004. In the event that the Government does exercise its right in this respect it will be responsible for its share of development and past exploration costs associated with the Chinguetti Oil Field."
